Administrative history
The first Mennonite Brethren congregation in Manitoba was organized at Burwalde (near Winkler) in 1888 by Gerhard Wiebe and several other recently immigrated Mennonite Brethren from Russia. This congregation started as a result of the earlier visit to the area by American Mennonite Brethren evangelist Heinrich Voth from Mountain Lake, Minnesota when he baptized several new converts in Dead Horse Creek in 1886. In 1889 a building was constructed at Burwalde. By 1895 the membership had grown to 84 members. Daughter congregations were established at Grossweide in 1896 and at Kronsweide in 1897. The first North American Mennonite Brethren convention outside of the United States was held just outside Winkler in 1898. In 1903 the Winkler Church was officially incorporated. In 1907 several Mennonite Brethren families living in Winnipeg began meeting in Winnipeg being served by Winkler leaders. In 1913 together with the Mennonite Brethren Churches in Saskatchewan, the first inter-provincial conference was formed, as the Northern District of the Mennonite Brethren Church [of North America], which eventually became the Canadian Conference of Mennonite Brethren Churches. In 1913 the conference also assumed responsibility for the mission outreach in Winnipeg. William and Anna Bestvater was assigned as city missionaries in 1913. In 1915 Anna Thiessen was assigned as full-time mission worker in Winnipeg. In 1919 Helen Warkentin of Winkler was ordained as the first missionary of the Manitoba churches to India.
A great migration of Mennonites from Russia from 1923–1930 resulted in many more local congregations being founded. The Manitoba Mennonite Brethren Conference was formally organized in 1929 and a decision was made to meet twice annually for conventions, in spring and fall. By 1930 there were 20 congregations and about 1,500 members. These conventions (Vertreterversammlungen) would consist of listening to reports of the traveling itinerant ministers and occasionally making decisions to call a specific evangelist to work in their midst and to support some cause financially. The meetings also functioned to clarify issues and problems faced by the new churches which could not be resolved on their own without breaking the conformity of the whole brotherhood, such as issues related baptism, reception of members, ordination and communion. When debating such questions became too cumbersome and time-consuming at the conventions, a Committee of Reference and Counsel (CRC) (Fuersorgekomitee) was elected in 1937.
The first provincial Sunday School committee was elected in 1937, as well as a provincial youth committee. In 1939 the Winnipeg City Mission (Stadtmission) was transferred to the Manitoba Conference. A Music committee was elected in 1945. As early as 1904 there was an organized choir in the Winkler Church, and in 1912 a society of choir directors of the Northern District of the Mennonite Brethren Church was formed, who promoted the use of common hymnals in the various churches and encouraged song festivals. The Sunday School Committee, Youth Committee and Music Committee eventually became sub-committees under the Board of Christian Education.
The formal incorporation of the “Mennonite Brethren Church of Manitoba” took place in 1940 through “an act to incorporate” passed by the Legislative Assembly of Manitoba April 5, 1940.
The first outreach mission church directed toward non-Mennonites was formed at Lindal near Morden in 1933. In 1941 the Winnipeg City Mission became the Logan Gospel Light Mission. In 1945 outreach mission stations were established at Winnipegosis and Ashern. Outreach through radio broadcasting began in 1947 when the Gospel Light Hour was begun by four students from the Mennonite Brethren Bible College in Winnipeg. A committee reported annually to the Manitoba Conference delegates about this work. It was officially accepted as an organ of the Manitoba Conference in 1954. The Radio Committee which governed this ministry eventually became the Board of Mennonite Brethren Communications, the name accepted in 1976. In 1957 the City mission committee (Stadtmission) and the home missions board (Inneremission)combined to form one committee. In 1969 the first executive director for home missions was appointed. After 1978 this committee was called the Board of Missions and Church Extension and functioned to promote and coordinate the establishment of new churches in Manitoba.
In the area of Education, the Manitoba Conference accepted the Winkler Bible Institute (WBI) (founded in 1925) as its school in 1944. The Mennonite Brethren Collegiate Institute (MBCI) founded in 1945 as a Mennonite society school was accepted by the Manitoba Conference in 1964. A combined Education Committee was formed to govern MBCI and WBI. This committee was known as the Board of Education Institutions after 1975.
At the end of 1996 the “Mennonite Brethren Church of Manitoba” consisted of 35 congregations and the following elected boards and committees: Executive, Board of Church Ministries (including Education, Youth and Music), Committee of Congregational Caregivers (formerly the Ministers and Deacons Committee), Committee of Reference and Counsel, Board of Communications, Constitutions Committee, Board of Directors, Board of MBCI, Board of WBI, Minute Review Committee, Board of Missions and Church Extension and the Personnel Committee.

This series consists begins with the minutes of the Education Committee formed in 1964 from a proposal of the Winkler Bible School and the MBCI boards to create a “combined Education Committee” which would have such functions as approving salary schedules, staff, budgets, general policies, curricula and capital expenditures. (See Manitoba Conference 1964 Yearbook, p. 25.) This Education Committee is called the Board of Education until 1975 and then called the Board of Educational Institutions. The series includes minutes, reports and correspondence. Included with the regular reports from the two schools there are often copies of minutes of some of their separate executive and board meetings.

There are also reports from the congregations which include data about the number of students in each level. Prior to 1966 this committee also promoted Christian Education generally. After 1966 the Sunday School Committee was a section of the Christian Education Committee.

Since the chairman of each Provincial Youth Committee combined to form the Canadian Conference Youth Committee, there are also some reports and minutes of such meetings.

This series consists of three files. The first file contains the minutes of a Manitoba Association of Mennonite Brethren choir directors covering the years 1912–1936. This organization received its leadership from J.A. Kroeker, J.M. Elias, H.H. Neufeld and William Bestvater. The file is a hand-written copy of the original minutes. (Location of the original is unknown.) A second file contains 2 letters and a 1946 program of the “All-Mennonite Symphony” conducted by Ben Horch in Winkler. The third folder contains minutes, reports and correspondence of the Manitoba Mennonite Brethren Conference Music Committee for 1968–1972, and 1978.

Administrative history
Mennonite Brethren Communications had its beginning in the fall of 1946 when two senior students of Mennonite Brethren Bible College began a radio broadcast named the “Gospel Light Hour” which first aired on February 23, 1947 on Winnipeg station CKRC. Early directors of the Gospel Light Hour were Henry Brucks 1946–1947, Peter Toews 1947–1948, Henry Born (1948–1949) and John M. Schmidt 1951–1963. In 1954 this radio broadcast came under the auspices of the Manitoba MB Conference. In 1956 it began the German broadcast entitled, “Licht ds Evangeliums”, and a year later in 1957 the first Russian broadcast began, as well as the “Children’s Gospel Light Hour”. A studio located on Henderson Highway built and dedicated in 1960. It continued to be used until a new studio was built in 1985 located on Riverton Avenue just east of Mennonite Brethren Bible College. In 1976 the name was changed from “Gospel Light Hour” to “Mennonite Brethren Communications” (MBC). Financial support for the various ministries came from private donations and grants from the Manitoba MB Conference, the Canadian MB Conference and from the Foreign Mission Board at various times of its history. The program expanded into Low German, Teen and Television broadcasts. A cassette ministry was added so people could get the message who would be unable to listen to the actual aired MBC program.
The mission of MBC as expressed in a 1978 document was as follows: “to use communication media to call persons to commitment and life in Jesus Christ, and to influence, in accordance with Christian principles, the values and morals of individuals in society”. (Manitoba MB Conference yearbook. 1978, p. 13.)

This file contains topographical maps of various regions of Manitoba as well as a copy of Gazetteer of Canada : Manitoba published by the Canadian Board on Geographical Names (1955). These materials indicate the locations of various Mennonite Brethren outreach during the late 1950s and early 1960s. There is also a file with a brochure of workers John Block, Henry Willms, John Froese, J.J.
