 Administrative history
The Canadian Conference of Mennonite Brethren Churches had its beginnings in 1910 as the Northern District Conference of the Mennonite Brethren Church. Until then, the entire Mennonite Brethren (MB) Church in the United States and Canada functioned as one general conference. In 1916 the Conference framed and adopted a constitution and was incorporated as a religious body in Canada, after which it regulated its procedures and conducted its work through the several elected boards and committees. The Canadian portion was known as the Northern District.

In 1946, the Northern District Conference became more autonomous and became known as the Canadian Conference of the Mennonite Brethren Church of North America and eventually came to be called the Canadian Conference of Mennonite Brethren Churches. Home mission work was the most important activity of the conference in its early years.

1924–1936 marked a period of rapid growth and expansion in the Conference. The effectiveness of home mission activities partly accounted for this rapid growth, but the main contributing factor was the immigration of many Mennonites from Russia between 1923 and 1930. A fairly large percentage of these immigrants had been members of MB churches in Russia and wherever they settled, they either joined MB churches or formed new churches and became affiliated with the Conference.

The congregations realized the need and importance of Bible instruction for their young people and encouraged the establishing of Bible schools. The one at Herbert continued, and other schools were established in Hepburn, Sask., Winkler, Man., Coaldale, Gem, Alta. and many other locations.

The period, 1936–1939, marked a time of further growth and increase in Conference activities. During this time the Conference expanded westward and eastward. The Conference reorganized its home mission effort, delegating this work to the five provincial Conferences (Ontario, Manitoba, Saskatchewan, Alberta, British Columbia), which reported on their work at the annual Conference conventions. The spiritual welfare of the church was under the supervision of the Committee of Reference and Counsel, earlier known as the Fürsorge Komitee.

Beginning in the early 1950s a movement from the farm to the city began for many Mennonites. In 1950 the three largest congregations in the Conference were all rural. By 1986, in every province except Alberta, the biggest congregations were in urban settings, and in several places Mennonite Brethren could claim to be one of the major evangelical church communities (Abbotsford, Vancouver, Winnipeg, St. Catharines, and Saskatoon).

Canadian Mennonite Brethren have been characterized by a strong sense of their identity, aided by biennial national conventions. Nationally, they have supported Concord College (formerly Mennonite Brethren Bible College) in Winnipeg, publications (Mennonite Brethren Herald, Mennonitische Rundschau, Le Lien, and the Chinese Herald) and the Board of Evangelism church planting work in Quebec.

 Sub-fonds 1. Board of Higher Education (B240).
1942–1994.
1.23 m of textual records.

Administrative history
The Board of Higher Education began as the Northern District Schulkomitee, Höhere Bibelschulkomitee, Bible School Committee, and also had various committees under its jurisdiction such as the College Committee. It was founded to provide and support the general Christian training provided by the family, church and Bible schools within the conference. The primarily focus of this Board (or committee as it was previously known) was the maintenance and management of the Mennonite Brethren Bible College established in Winnipeg, Manitoba in 1944. The Student Services program begun in the 1960s and the Conference Archives which led to the establishment of the Centre for MB Studies in the 1970s also came within the jurisdiction of this Board. After July 1992, the Board of Higher Education no longer governed the affairs of the College, but functioned as a co-ordinating body of the ministries of the various Mennonite Brethren post-secondary schools in Canada as well as the Centre for Mennonite Brethren Studies (Conference Archives). The Board of Higher Education ceased to exist in 1994 due to restructuring which resulted in the creation of the Board of Communications.

 Sub-fonds 2. Board of Management.
1943–2005.
3.28 m of textual records.

Administrative history
During the history of the Northern District of the North American MB Conference (1909–1945), the functions of fiduciary responsibility were carried out by the Executive Committee of the Conference. Each board, project, committee, or other conference entity kept its own treasury with its own treasurer who reported separately to the conference at its conventions. A consolidated financial statement and report was only produced for the conference in 1944. When the Canadian Conference was incorporated in 1945 there was provision made for a Board of Trustees who were given the fiduciary responsibility and along with that came the appointment of a conference treasurer. The treasurer then produced a consolidated financial statement for the conference for the fiscal year, 1945–1946, the first year of incorporation as a Canadian Conference.

The first minutes that are in this series for the board are from 1967. The Board of Trustees (1945–1966) functioned in a limited capacity as overseers with each entity of the conference still operating its own treasury. Then in 1967 the name was changed to the Board of Management with a greater policy-making role. The treasurer worked closely with this board in recording all the financial activities of the conference.

In 2003 the Conference, through the Board of Management and the Conference treasurer, began a process that lead to the building of a new office building. Numerous options and locations were considered and it was decided to remain in Winnipeg but to move to a new location at 1310 Taylor Ave. The former property had switched ownership hands between the Canadian Conference, the Manitoba Conference, and Concord College a number of times and in 2003 the Canadian Conference was paying rent to the Manitoba Conference for the office space at 169 Riverton.

C. A. DeFehr was the treasurer of the city mission in Winnipeg (1930–1955), and the Northern District conference treasurer (1944–1945) and then as Canadian Conference treasurer.

The treasurers of the Canadian Conference since its incorporation in 1945 were: C. A. DeFehr (1945–1960), G. H. Sukkau (1960–1964), J. J. Riediger (1965–1986), Jake Neufeld (1987–2001), John Wiebe (2001– ).

Scope and content
This sub-fonds consists of six series including: Canadian Conference Board of Management meeting minutes (1967–1987), financial statements (1943–1997), financial records and reports (1943–1997), Canadian Conference convention programmes, reports, planning committee minutes, resolutions ([1946]–1958), related organization materials (1954–1956), building project (2002–2005). It documents the financial activity of the Northern District of the North American Mennonite Brethren and then the Canadian Conference.

Notes
Sub-fonds 3. Bethesda Home.
1939–1981.
56 cm of textual records.

Administrative history
Maria and Henry Wiebe founded Bethesda Home in 1938 in Vineland, Ontario. In 1934 they had been approached by some of the church leaders in Kitchener to take on a “patient” on their farm in Stratford. Both had had experience working with mentally handicapped people at Bethania, in the Chortitza Colony, Russia, she as a psychiatric nurse and he in management. As more individuals needed assistance they needed to expand their farm home. Since it was more feasible to purchase a larger property they did so near Vineland in 1937. They carried on with the help of neighbours, church volunteers, and a few staff. The patient numbers kept growing. In 1944 the Ontario Conference took over ownership of the home and the following year, 1945, received their first reports from the Home at its annual convention.

In 1947 the ownership and management of the Home were transferred to the Canadian Conference. In 1951 the Wiebe family, founders of the Home, beginning in 1934, retired. In 1959 the Home began receiving financial support from the Ontario government. The first nursing supervisor with psychiatric training was hired in 1956, Gertrude Harder, and the first male nurse supervisor, Jacob Penner, with this training in 1957. The facilities continued to expand and more farmland was purchased. In the 1970s the emphasis shifted from treating the mentally ill to the mentally retarded. In 1973 the farm was sold. In 1975 a therapeutic pool was added. In 1983 the ownership was transferred back to the Ontario Conference after a transition period from 1977. Since 1983 the delivery of service has changed dramatically with the opening of homes to serve small numbers of individuals. The original facility is still being used but for far fewer individuals than at its peak.

Scope and content
This sub-fonds consists of thirteen series including: business plans (1939–1945), bylaws (1949–1950), land title deeds (1948–1979), minutes of the Ontario Conference (1939–1947), Canadian Conference Bethesda Committee meetings and Canadian Conference Bethesda Executive Committee meetings (1950–1973), and Canadian Conference Board of Management meetings concerning Bethesda (1976–1980), staff reports (1945–1979), financial reports (1950–1981), other administrative and committee reports (1956–1981), correspondence (1945–1979), newsletters (1954–1973), programmes (1956–1960), brochures, assorted publicity and administrative material, and handbooks (1967–1974), and a 50th anniversary book (1988). These document the founding and development of Bethesda Home as a home for mentally ill and then a change of emphasis to mentally retarded. This is part of the Board of Management series but classified separately.

Notes
Sub-fonds 4. Board of Faith and Life. 1927–1991.
1.2 m of textual records.

Administrative history
The Board of Faith and Life (BFL) was formed in 1987 as a standing board of the Canadian MB Conference. When the Northern District was formed it had a leading committee that served in the capacity of giving leadership in spiritual, exegetical, and ethical matters. When the Canadian Conference was formed in 1946 they had a Fürsorgekomitee. The Northern District already had a Fürsorgekomitee in 1945. Before that date there was only a Fürsorgekomitee in the General Conference. The Canadian Conference committee functioned as a general board overseeing the main agenda items of the conference. In many ways it functioned in parallel with the conference executive committee, with the executive committee setting the agenda and the Fürsorgekomitee making the decisions and seeing that they were carried out or carried them out themselves. It functioned in this way from 1946 to 1964 and similarly from 1964 to 1969 as the committee of reference and counsel during the language transition phase. From 1969 to 1987 it was the Board of Spiritual and Social Concerns. Its agenda narrowed slightly to focus more on the spiritual, exegetical, and ethical matters. It maintained a similar focus when it became the Board of Faith and Life in 1987.

Scope and content
This sub-fonds consists twelve series including: special programmes and symposiums (1955–1991), study papers on various subjects (1944?–1991), correspondence of board members, committee members, and executive staff (1927–1996), board minutes, reports, and study paper drafts of the Fürsorgekomitee (1946–1964), Committee of Reference and Counsel (1965–1969), Spiritual and Social Concerns (1969–1987), and Faith and Life (1987–1991), Bible School Committee materials (1943–1952), Bible College materials (1952–1990), some missions-related materials (1944–1959), publications committee/commission materials including minutes and reports (1955–1985), some higher education materials (1944–1998). These textual records pertain to the fore groups of the current Board of Faith and Life (BFL) and the BFL. At each reorganization the mandate changed slightly but it was always one of the leading groups of the conference concerning spiritual, exegetical, and ethical matters.

 Sub-fonds 5. Canadian Conference Conventions.

1910–2006.
2.77 m of textual records.

Administrative history
The Canadian Conference of Mennonite Brethren Churches was founded by incorporation in 1945. As an association of congregations it was founded at its first convention in 1910 as the North District Conference of the North American Mennonite Brethren (MB) Churches after the North American congregations were divided into districts in 1909. It functioned as the Northern District until its incorporation as a Canadian entity and met in convention in 1946 as the Canadian Conference of MB Churches. It met annually in convention except for 1940 as the Northern District and then as the Canadian Conference beginning in 1946. When Mennonite Central Committee Canada was founded in 1963 as an amalgamation of a number of relief and peace agencies and organizations, the Canadian Conference was a founding member.

The convention was attended by representatives of the congregations, mostly leaders, in the Northern District era. As the delegate representation expanded to other individuals a separate ministers and deacons convention was held. The conference convention served both as a decision-making body as well as a fellowship and worship time together. The emphasis has shifted back and forth between these two foci.

Scope and content
This series contains the Canadian Conference Act of Incorporation and related documents (1945), constitution and bylaws (1945–1982), ministers and deacons material (1958–1966), convention material including programmes, minutes, reports, news releases, correspondence, delegate packages, conference statistics (1939–2006), MCC Canada materials (1963–1964).

The annual yearbooks follow and give the information presented and reflect the issues dealt with during the annual conventions, which were held across the country. Information such as member churches and addresses, church leaders and delegates attending the events, financial information, program reports, minutes of the event with resolutions and motions recorded. It became the official record of the Conference.

These textual records pertain to the founding and development of the Canadian Conference of Mennonite Brethren Churches, especially as it met in convention.

Records were transferred to the Centre for MB Studies archives in Winnipeg, Manitoba on a regular basis.

Notes
 Sub-fonds 6. Conference Minister.

1978–1992.
56 cm of textual records.

Administrative history
The Board of Spiritual and Social Concerns was authorized to appoint a conference minister in 1979. (see Canadian conf. yearbook, 1979, p.53). Peter R. Toews, the first Conference minister, was appointed in 1980 with a broad job description to provide leadership in the conference and provide pastoral counselling to pastors and congregations. From that beginning the position developed according to the interests and gifts, to some extent, of the personalities involved in holding this office. The position did not demand that the conference minister got involved in all the agenda of the Board of Spiritual and Social concerns and its successor, the board of faith and life. This series contains much board and congregational material, which did not directly concern the conference minister. The major involvement was with pastors and congregations, counselling and encouraging, as well as increasing administration of board agenda.

Scope and content
This sub-fonds consists of eleven series including: Canadian Conference Board of Spiritual and Social Concerns meeting minutes (1981–1988), resolutions (1978–1987), papers on various topics (1980–1987), conference minister’s reports, other reports (1981–1987), board directories (1983–1987), constitution materials ([1976]–1987), correspondence (1981–1992), minutes of other conference boards and consultations with other Mennonite conferences (1980–1989), newspaper articles and clippings (1980–1989), financial statements (1983–1988), assorted publicity material (1983–1992). These textual records pertain to the conference minister and the board this office reported to and was responsible under. There are related materials for other organizations, congregations, conferences, and boards to which this person had dealings with and reported on to the board.

Sub-fonds 7. Canadian Conference Executive Committee.
1927–1996.
76 cm of textual records.

Administrative history
The Executive Committee of both the Northern District (1910–1945) and the Canadian Conference (1946–present) functioned both as a policy making body and carried out the policy as approved by the conference in convention. It was generally made up of the four officers. For example, the secretary not only recorded minutes, but also did all correspondence, sent out all materials for meetings, made travel arrangements, and so on. Even after an executive office was opened, the staff were assisted a great deal by the elected officers.

Scope and content
This sub-fonds consists of one series including: Canadian Conference Executive Committee minutes, correspondence, proposed resolutions for conference consideration, financial records, and reports (1927–1996), These textual records pertain to the functioning of the Canadian conference executive committee which served in a leadership capacity.

Custodial history
Records were transferred to the Centre for MB Studies archives in Winnipeg, Manitoba on a regular basis.

Notes

 Sub-fonds 8. Board of Evangelism.
1958–1996.
7.54 m of textual records.

Administrative history
The Committee on Evangelism was first elected at the 1958 convention of the Canadian MB Conference. Rev. J.J. Toews was elected as chairman. At the 1959 convention, H.H. Epp was appointed as the evangelist for the conference. When Epp resigned after 5 years in 1964, the Conference was without an evangelist for 2 years. In 1966 J.J. Toews was appointed as Executive Secretary of Evangelism and Church Extension. Changes in the conference structures led to the name change to "Board of Evangelism" used in the 1967 Canadian MB Conference Yearbook. During J.J. Toews’ sabbatical in 1969, Rudy Boschman was appointed as an interim evangelist. When Toews returned in 1971, both Boschman and Toews continued to work in various aspects of the evangelism program, Boschman till 1973 and Toews until 1975. Henry Brucks assumed the position of executive secretary in June 1975. (1975 Conf. Yearbook, p. 100.) He continued his service with the Board of Evangelism until March 1982, when James Nikkel assumed the position of executive director. (Henry Bruck was appointed Conference Minister in 1982 beginning in the assignment in September 1982.) (See MB Herald Feb. 26, 1982, p.13). James Nikkel served in this position till 1991.

When the Committee of Evangelism first was organized their function related largely to helping shape the evangelistic strategy of local MB congregations in Canada. (J.A. Toews, p. 319) The Committee on Evangelism also related to the Canada Inland Mission, which largely coordinated church extension work being done by the provincial Home Missions Committees. Canada Inland Mission also began doing missions in the province of Quebec in 1960. By 1979 the Board of Evangelism was responsible for the church planting work in Quebec and the Maritimes, spearheading mass media productions and releases (which grew out of its earlier involvement in Radio and Television) and the Board was responsible for crusade evangelism and promoting outreach through the congregations.

Notes

Sub-fonds 9. Board of Christian Education.
1936–1996.
5.2 m of textual records.

Administrative history
The Board of Christian Education – renamed Christian Education Ministries in 1994 – began as an amalgamation of several pre-existing committees of the Canadian Conference of Mennonite Brethren Churches. Its most direct forerunner was the Bildungskomitee (Canadian Education Committee), which was established in 1949 to monitor, promote, and develop Christian education in Canadian Mennonite Brethren churches. This committee was dissolved in 1963 because it was “not meeting the education needs in the Conference”(CCY 1963). By 1968, CEC’s replacement, the Board of Christian Education, had not only taken on the role of the Canadian Education Committee, but also that of the Youth Committee (est. 1945), the Music Committee (est. 1945), and the Sunday School Committee (est. 1938). Prior to this merger, the Youth Committee and the Sunday School Committee had joined together to form the Interim Christian Education Committee (est. 1964), which, as already indicated, was promptly absorbed by the Board of Christian Education.

At its outset, the mandate of the Board of Christian Education was to assist in the coordination of the programs and curricula of Mennonite Brethren Bible schools, High schools, and Saturday night German schools. The Board was also to promote the cause of Christian Education throughout the Canadian Conference of Mennonite Brethren churches by producing, selecting, and evaluating educational materials. Originally the Board focused on three areas: Sunday school, youth, and music. By the late 1980s the focus on music had ended, and the Board concentrated on promoting the education of children, youth, and adults. These three areas of concentration remained central to the Board well into the 1990s. While the vision of the Board changed over time, it consistently expressed a strong desire to help local churches develop Christian disciples.

Organizing seminars, publications, and conferences relating to Christian education also became an important function of the Board. It has published a variety of newsletters, leadership training courses, and Sunday school curricula. These included works like The Adult Quarterly, The Youth Worker, Ideabank, Christian Education Handbook, Jubilee: God’s Good News, First Steps, K+, and Tell it Again. The Board has also initiated numerous conferences, the most significant being the National Youth Conference (NYC), which first began in 1971 under the name Banff ’71.

Over the years the Board has employed a number of Executive Secretaries. In 1964, George Konrad (1929– ) became the first full-time employee. With an office in Winnipeg, Konrad was to prepare a philosophy of Christian Education, to visit Mennonite Brethren congregations, to promote the extension of Sunday school, to encourage teacher training, to review and evaluate curricula, and to make contact with Mennonite Brethren university students. Wilmer Kornelson (1928– ) replaced Konrad in 1967, and thereafter the position was passed on to John Unger (1926– ) in 1974, Ron Penner (1945– ) in 1982, Ben Thiessen (1940– ) in 1983, Robert Rempel (1955– ) in 1987, David Wiebe (1953– ) in 1988, and Sharon Johnson (1956– ) in 2000–2002. It should also be noted that Ron Penner was employed as an assistant to the Executive Secretary from 1977 to 1982.

In 2003 the activities of the Board of Christian Education were taken over by the new Board of Discipleship Ministries and the Board of Christian Education no longer functioned. Bruce Elwood was responsible for children’s ministries, Cheryl Koop was responsible for youth and young adults, and Sharon Johnson responsible for adult ministries.

Scope and content
This sub-fond consists of 8 series: Board of Christian Education minutes, reports, and correspondence, 1947–1995; Sunday School Committee and Children’s Ministries, 1936–1993; Music Committee, 1947–1988; Youth Committee and Youth Ministries, 1947–1996; Adult Ministries, 1964–1996; Networking, 1974–1996; Other boards and committees, 1975–1994; Publications, 1980–1985; and Audio and Video Recordings, 1971–1988.

Custodial history
The records were transferred to the Centre for MB Studies at several different times. In 1992, Banff records for 1974–1992 were deposited. In 1995, additional Christian Education files were deposited. At this time Christian Education employee Cindi Unruh took two of these boxes – both of which concerned the Banff youth convention – from storage and since then they have gone missing. In 1996 numerous audio and videocassettes were deposited, and then in 1999 Executive Director David Wiebe transferred additional audiocassettes and about 75 cm of textual records. River East MB Church also deposited Christian Education files in 1996; these materials were to be compared with the Centre’s records and the duplicates discarded. It is likely that some of the records came before the 1990s, but accession numbers and dates for such acquisitions have not been located.

Sub-fonds 10. Board of Publications.
1944–1989.
1.2 m of textual records.

Administrative history
The records of this particular record group begin with the records of the Christian Press, Ltd. which was originally founded by Rev. Hermann Neufeld in 1923 as a company entitled the Rundschau Publishing House which published Die Mennonitische Rundschau and Der Christlicher Jugendfreund. Rev. Neufeld registered the Christian Press, Ltd. as a Manitoba corporation in 1940 to succeed the Rundschau Publishing House. In 1945 Rev. Neufeld sold the controlling shares in the company to the Canadian Mennonite Brethren Conference and a number of private individuals, all of whom were members of the Canadian Mennonite Brethren Conference. Some of the early leaders on the Christian Press Executive committee were C.A. DeFehr, H.F. Klassen, and C.C. Warkentin. H.F. Klassen was the editor of the Mennonitische Rundschau from 1945–1967, and he was also the editor of Konferenz Jugendblatt from 1945–1954. From 1954–1957 H.H. Voth edited the Konferenz Jugendblatt and it was printed in Yarrow, BC. The Christian Press not only printed these denominational periodicals, it also did job printing and operated a book selling department. In 1952 the Canadian MB Conference established a Publications Committee whose task was "to gather and distribute good books and provoking to compose moral religious books, and to put forth effort to promote the writing of such material..."

In 1962 the Mennonite Brethren Herald was begun under the leadership of the Publication Committee. With further Conference restructuring in the mid-1960s, the Board of Publications of the Canadian MB Conference was established in 1967. In 1971 the Christian Press Bookstore merged with the Faith and Life Bookstore (owned and operated by the General Conference Mennonite Church) to establish the Fellowship Bookcentre, which operated until it was sold to a private individual in 1980. The Board of Publications commissioned and published a number of books during the 1970s and early 1980s. In 1982 the Board of Publications accepted the "Kindred Press" logo for its publications, a trade name created in 1980 by the U.S. Mennonite Brethren Conference Board of Publications, to be used for books owned and produced by the Mennonite Brethren Publishing House in Hillsboro, Kansas. In 1982 the Board also appointed Gil Brandt as Literature coordinator, to develop and coordinate literature production and distribution for the Canadian MB Conference. The Board of Publications was dissolved as of the Annual Canadian MB Convention held July 6–9, 1989 in Richmond, BC (see Canadian Conference Yearbook, 1989, p. 94). The work of publications became the responsibility of the Board of Faith and Life at this convention (p. 140). At the annual Canadian MB Convention held July 7–10, 1994 in Edmonton, the responsibility of publications was transferred to the newly established Board of Communications which also took on the responsibility for the Historical Committee / Centre for MB Studies.

The Historical Committee was established in 1973 as the Archives sub-committee of the Board of Higher Education (See Board of Higher Education B240) and known as the Historical Committee by 1974.  Sub-fonds 12. Council of Boards.
1967–2002.
30 cm of textual records.

Administrative history
The Council of Boards traces its beginning to a “new” organizational structure adopted by the Canadian Conference of Mennonite Brethren Churches meeting in Niagara-on-the-Lake in July 1966. (1966 Yearbook, p. 36). The implementation of this structure began at the 1967 convention.

The Council of Boards consisted of the Executive Officers (Moderator, Vice-moderator, Secretary) and all members of the Boards of the Conference (eg. Board of publications, Board of Christian Education etc.). The Council was to meet regularly twice a year, at the occasion of the Board meetings for the purpose of sharing concerns and presenting plans, and to act as the Conference-in-Interim as needed.

Further conference organizational restructuring occurred at the 1986 convention. The duties of the Council were further defined in the subsequent constitution “to coordinate the plans and activities of the various Boards” and to arrange “for the filling of any vacancies occurring on any Board of the Conference or on the Executive during the interim...” (1992 Yearbook, “Constitution”, p. 7).

Scope and content
The materials in this sub-fonds consist of minutes from the Council of Boards but also often minutes from individual board meetings held at the same location and general time as the council of board meetings. The records 1967–1973 contain only Council of Board minutes while materials after 1974 contain Council of Board minutes plus individual board minutes.

Custodial history
The materials have come to the archives regularly after each Council of Boards meeting.
